Proportionality Starts With the Deferral Record

Albertans for Proportionate Regulation says the September 24 vote creates a natural proportionality test for Bill 208.

The deferral is a test point

the September 24 transcript records a 5 to 4 vote to defer Bill 208 while the committee completes the Lobbyists Act review. That split should make MLAs more careful, not less.

A proportionate review asks

  1. Is the harm defined precisely?
  2. Is the legal channel actually the cause?
  3. Is the enforcement tool matched to the channel?
  4. Is there a review date if outcomes move the wrong way?

Why this matters

Bill 208 targets flavoured single-use vaping products, while Alberta’s existing framework already includes age, ID, display, advertising, location, and fine rules. Proportionality means explaining why the added restriction is the least blunt workable tool.
