Proportionality note · 28 May 2026

Prepared correspondence: a proportionality test for Bill 208

Albertans for Proportionate Regulation has prepared a committee note that applies a proportionality test to Bill 208 and related nicotine rules.

Public position

The note asks four questions: what problem is being solved, what evidence supports the tool, how will it be enforced, and how will unintended consequences be measured?

What the correspondence asks Alberta to test

Evidence

Committee readers should be able to identify the source for each factual claim.

Enforceability

A restriction that cannot be enforced predictably risks making the visible legal channel weaker.

Publication note

The group will use this framework when reviewing future amendments, regulations, and public claims.
