The Fall Proportionality Check for Bill 208

A proportionate rule should be targeted, enforceable, evidence-based, and reviewed after implementation. Bill 208 still needs that structure.

A proportionality check does not dismiss youth prevention. It asks whether the chosen restriction is properly matched to the problem and whether less disruptive enforcement tools have been measured first.

  • Target the channel that is actually supplying youth.
  • Keep adults in lawful, age-gated, inspectable channels.
  • Publish a review date and define success before the rule comes into force.
