A Proportionate Rule Needs a Stop-Loss

A proportionality brief asking Alberta to set review triggers before expanding nicotine restrictions.

The stop-loss idea

A proportionate rule should have a trigger that tells government when to adjust course. If illegal supply grows, complaints rise, or youth access does not fall, the policy should be reviewed instead of defended by habit.

Committee tools already allow review

The May 27 committee transcript says the committee may conduct hearings and report observations, opinions, and recommendations on Bill 208, according to the EF transcript. That process can include review triggers and amendment conditions.

Suggested triggers

  • Illegal-supply complaints rise after implementation.
  • Adult legal access falls without youth-access improvement.
  • Retail compliance improves but youth possession does not.
